The best policy for creating peace in the 21st century is through homogeneity. If two groups of people have a major hatred of each other that has historic roots, these two groups won't ever be able to live together in harmony unless the past is forgotten. People have to move beyond past hatreds and start on a new path of forgiveness in order to live in peace. In the world today different ethnic and religious groups seem to have a hard time forgetting the past and instead continue to seek revenge on the enemy. If the cycle of revenge never stops then the best way to create peace is to split th egroups into two seperate nations where they can live in peace with their own people.
